“僵尸车”，顾名思义是指一部分长期停在路边、小区、停车场，无人问津，无人使用的机动车辆。目前，“僵尸车”已成为了一种新型的城市垃圾，不仅占据公共道路资源，影响城市形象，而且影响市民的正常生活，成为市民投诉的热点之一。
